In the level, the player is not forced to shoot any civilians, and the level can be bypassed if the player chooses - without any progress penalization as it is an optional level. In it, players controlled CIA agent Joseph Allen who participates in a mass shooting at a Moscow airport while involved in an undercover mission with a Russian terrorist group. The No Russian level was rather controversial when the game was released in 2009.
